Powell Says Genocide Has Occurred in Darfur (washingtonpost.com)
"In the strongest U.S. statement to date on the humanitarian crisis in Sudan, Secretary of State Colin L. Powell today said for the first time that 'genocide' has been committed there and that the government of Sudan and Arab militias 'bear responsibility.'
Nice of them to catch up. I wonder if Powell had permission to use the word "genocide", since that has some major legal ramifications for the US:
The 1948 U.N. Convention on the Prevention and Punishment of the Crime of Genocide defined the act as a calculated effort to destroy a national, ethnic, racial or religious group in whole or in part. The convention calls on signatories, including the United States, to prevent and punish genocide. Is this the "October surprise" we've all been expecting? A sudden and legitimate military intervention, to take the spotlight off the failures of Afghanistan and Iraq? And do Bush/Rove have any idea whether our military is even capable of something like this at this time? We can't just bomb the hell out of them, after all.
We'll need to send lots of troops in. Not sending in enough troops led to bin Laden's escape in Tora Bora, the horrible aftermath of the Iraq invasion and occupation, and, going back a bit further, the problems in Somalia.
These Bush people just don't understand how to use the military at all, do they?
